CBFRML is a sub-component of the AIFRERMIP which intends to:

1. Reduce communities’ vulnerabilities and strengthen their ability to proactively cope with floods.
2. Strengthen linkages between communities and local governments and help government’s flood and livelihood intervention.

These are achieved through:

1. Flood education to relevant stakeholders from district to village levels.
2. Effective Flood Early Warning systems instituted in each village.
3. Participatory planning of flood preparedness, response and recovery mechanism.
4. Implementation of community prioritized subproject for flood mitigation; and
5. Institutionalization of community groups at village, gram panchayat and block levels.
